THE COMMONWEALTH OF DOMINICA
General: Governed by the 1978 Constitution and The Commonwealth of Dominica Citizenship Act.
By Birth: Anyone born in The Commonwealth of Dominica (jus soli) is automatically a citizen, regardless of parents' nationality (subject to the usual diplomatic exceptions).
By Descent: A child born to a parent who was born in The Commonwealth of Dominica, or who was naturalized as a Dominican citizen, is a citizen by descent; a child born outside The Commonwealth of Dominica to a Dominican-citizen parent can be registered as a citizen.
By Registration: Available to children of Dominican citizens (as above) and to foreign spouses of Dominican citizens; also the route used for the Citizenship by Investment Program (minimum US$200,000 contribution to the Economic Diversification Fund, or a US$200,000+ approved real-estate investment).
By Naturalization: Commonwealth-country citizens generally require at least 5 years' residence; non-Commonwealth citizens generally require at least 7 years' legal residence, good character, and intent to reside.
Dual Citizenship: Permitted — The Commonwealth of Dominica does not require renunciation of prior nationality for any route, including investment-based citizenship.
Loss of Citizenship – Voluntary: Renunciation is permitted by law/application to the government.
Loss of Citizenship – Involuntary: Naturalized/registered citizenship (including CBI citizenship) may be revoked for fraud, misrepresentation, or concealment of material facts in the application, or for conduct such as treason/disloyalty.

Standard citizenship registration forms.
Applicant's certified birth certificate and passport.
Parent’s local birth certificate and/or local passport.
Parents' marriage certificate.
Oath of Allegiance: Most OECS countries (such as The Commonwealth of Dominica) require a signed, notarized Oath of Allegiance to the state before citizenship is formalized.
The Commonwealth of Dominica fully permit dual nationality with the US. However, they do not offer digitized web-based public downloads for their descent registration sheets. To lodge a claim, you must interface directly with their consular offices:

Important Procedural Requirements
Apostille: Because the US is part of the Hague Apostille Convention, all US-issued documents (like your state birth certificate) must be apostilled by the Secretary of State where they were issued to be legally recognized by Caribbean authorities.
Certified Translations: Any supporting paperwork not natively written in English must be accompanied by a sworn, official English translation.
